MINUTES OF THE MEETING OF LITTLE CAWTHORPE PARISH COUNCIL
A Meeting of the Parish Council was held at The Royal Oak on Wednesday 17 January 2024 at 7.30 pm.

2. Minutes of Last Meeting
The Minutes of the Meeting held on 15 November 2023 were approved and signed.
3. Reports
Cemetery Working Group
The Chairman expressed his appreciation to Mr Poppleton, who had kindly repaired the handrail at the Church. Cllr Mrs Poppleton also reported that some of the other handrails would require attention in due course.
Legbourne Community Centre Group
Cllr Mrs Poppleton advised that this group were holding a Scarecrow Festival Meeting on the 19 February 2024 and hoped the Parish Council would attend to discuss this item. The Vice-Chairman and Cllr Mrs Poppleton to attend and report at the next meeting.
Speeding, Traffic & Highways Issues/Police Matters
The Chairman queried whether installing village entrance gates with the speed limit on them would deter the continued speeding through the village. Cllr Mrs Poppleton advised they had been successful in other villages. The Clerk advised that whilst effective, they could be quite expensive to purchase. The Chairman to investigate the cost of stained pressure-treated wood gates, starting with 4 gates initially. Cllr Mrs Poppleton’s Husband had offered to cover the cost of this item if they were competitively priced. The Vice-Chairman suggested that entrance gates could be installed at the beck and that ELDC Cllr Grant Funding maybe available towards the cost of the project. He further advised that the 12 hawthorns had died, that he would look at replacing them with holly and tidy up the area. Cllr Ms Parkin confirmed that this area was definitely in the LCC work programme.
The Chairman confirmed to Ms Parkin (LCC) that the grit bins in the village were in need of re-filling.
The Chairman confirmed that the kissing gate was beyond repair, and he would investigate the cost of replacement and it was
RESOLVED that if the cost was below £400 that the Parish Council should proceed with the
installation of the kissing gate, to deter unwarranted use of this area.

5. Planning
The Committee noted a letter from ELDC regarding N/102/01171/23-Tumbledown Toft, Watery Lane relating to planning issues.
6. Correspondence
ELDC-Electoral Updates, Clerks & Councils, LALC Newsletter, LCC-Greater Lincs Combined County Authority, Lincs Wolds-Facility Guide & Open Spaces–noted.
7. Accounts
The statement of Income and Expenditure was noted which met the Council’s approval.

8. Business
Budget, Precept Projects for 2024/25
The Committee considered the revised draft Budget/Precept and agreed to remove the item for £50 Election Expenses from the Projects Item. It was
RESOVED i) to accept the revised Budget and;
ii) to accept the grass cutting quote from BW Maintenance for 24/25;
iii) to retain the precept at £4750 the same amount as the previous year.
Heavy Rainfall & Wind Damage
The Chairman advised he was very busy during this period, and there was a tree in the beck which required attention by the landowner.
Pond Improvements
The Chairman reported that this area will be attended to in March.
Projects-As detailed in agreed 2024/25 Budget document.
9. Matters for Discussion
The Committee noted that there was a telephone scam being operated throughout the country and wished to alert Parishioners to contact their local banks directly or call the number on the back of their bank card, if they received any call of a suspect nature.
