MINUTES OF THE MEETING OF LITTLE CAWTHORPE PARISH COUNCIL
A Meeting of the Parish Council was held at The Royal Oak on Wednesday 11 January 2023 at 7.30 pm.
PRESENT:- Chairman Cllr Graves
Vice-Chairman Cllr Grist (ELDC)
Cllr: Mrs Poppleton
Also Present: Ms Layton.
1. Apologies
Apologies were received from Cllr Ms Parkin (LCC).
2. Minutes of Last Meeting
The Minutes of the Meeting held on 16 November 2022 were approved and signed.
3. Reports
Cemetery Working Group
The Chairman advised that there was nothing to report.
Legbourne Community Centre Group
Cllr Mrs Poppleton advised that she had not been able to attend the meeting on 10/01/23.
Speeding, Traffic & Highways Issues/Police Matters
The Committee reported the concerns raised during the Open Forum relating to speeding and litter, it was an on-going problem.
4. Clerk’s Report-The Clerk had nothing to report.
5. Planning
The Committee noted that no applications had yet been received, although it was thought that an application was expected in due course.
6. Correspondence
ELDC- Clerks & Councils, Open Spaces, LALC-Newsletter, Lincs Wolds Facilities Guide–noted.
7. Accounts
The statement of Income and Expenditure was noted which met the Council’s approval.
Lincs Reclaim-Beck Repairs £380.00 BW Main-Grasscutting £410.62
Clerk’s Salary £363.32
The Chairman reported that he had deposited £1 in the Jubilee Fund to keep the account open.
8. Business
Beck Silt Build-up
The Vice-Chairman reported that there were some issues following on from the additional work at the beck, silt had returned and there was a query regarding concreting in the rocks because some of the rocks had been moved from their original position. The Chairman explained that concreting the rocks in would create a bigger problem in heavy rainfall. The silt was caused by rainfall and water coming from Wood Lane. The Clerk had emailed Legbourne Parish Council to request their donation towards the costs of this project. Members considered some planting at the other end of the beck, from the bench up to smarten up the area – Agenda Item for next Meeting. It was also agreed to carry out a site visit with Legbourne Parish Council to discuss any further action to be taken.
Budget/Precept/Projects for 2023/24
The Committee considered the above items, noted that Insurance Companies were not willing to provide quotes so far from the new financial year. Following discussion, it was
RESOLVED to increase the precept for 21/22 by £500 to £4750.
Pond Improvements
The Chairman reported that the meeting with Mr Scoffin was unproductive, the pond is outside of the ANOB.
9. Matters for Discussion
It was noted that the authorised tree work had commenced at the woodland walk. When it was completed, the Chairman would erect the wooden signage, which he had already sought approval for from the Lill family and their approval had been given.
