MINUTES OF THE MEETING OF LITTLE CAWTHORPE PARISH COUNCIL
A Meeting of the Parish Council was held via Zoom (due to coronavirus, Covid-19) on Wednesday 10 March 2021 at 7.30 pm.

Also Present: Cllr Ms Parkin (LCC).

2. Minutes of Last Meeting
The Minutes of the Meeting held on 13 January 2021 were approved and signed.
3. Reports
Cemetery Working Group
No action, due to weather and Covid-19 lockdown restrictions. A grass cutting contractor had contacted the Clerk, details on file for when this responsibility passes to Parish Council in due course.
Legbourne Community Centre Group
No action due to restrictions noted above.
Speeding, Traffic & Highways Issues/Police Matters
Cllr Ms Parkin (LCC) continued to chase Highways regarding outstanding issues relating to potholes and also the possibility of a restrictive measures at beck to retain the chalk stream bed. It was further noted that LCC had advised that they would not be able to replenish grit bins that they had not supplied, they would re-fill their own. However, the Parish Council had supplied some bins in the village, to reduce costs for LCC on the proviso that they would provide grit free of charge. It was felt that a “precedent” had been set, over many years, and that it should not be reneged upon in this manner. Cllr Ms Parkin is consulting with the appropriate highways officer to endeavour to resolve this matter. Clerk to write to Mr Crockford (LCC) to request reconsideration on both matters.
The Dog Warden had provided dog fouling notices, which would be displayed when the new waste bin arrives, dog fouling is a fineable offence.

6. Correspondence
Clerks & Councils Magazine – noted.
7. Accounts
The statement of Income and Expenditure was noted which met the Council’s approval.
Clerk’s Salary £343.88
No HMRC payment required, overpayment last quarter has completed payments due.
No increment to Clerk’s Salary known at this time-Clerk will update if any change is advised.
All accounts were received and agreed for payment.
8. Business
Co-option of Councillors – Deferred to next meeting.
Footpath at the end of the beck
The Chairman reported that all work on this project had been completed. There is a further piece of tarmac required near bridge, but this is a project for a later date.
Bollard to Beck
The Committee had previously agreed the suggestion from LCC Highways. Clerk to write to Highways to ask what progress had been made and to re-affirm our support of the above.
Pond Improvements
The Chairman reported that the paths (to the church) had been attended to. Some weeding was required, which the Vice-Chairman indicated he may be able to resolve.
9. Matters for Discussion
The Committee noted that a wooden trough would be placed on corner at Pinfold Lane /Top Road and that the daffodils looked very nice. Cllr Ms Parkin offered some hellebore plants and some Parishioners had advised that they would continue cutting verges in their area (Pinfold Lane). The Chairman expressed his thanks to everyone for their pro-active actions.
