DRAFT - MINUTES OF THE MEETING OF LITTLE CAWTHORPE PARISH COUNCIL
A Meeting of the Parish Council was held at The Royal Oak on Wednesday 2 July 2025 at 7.30 pm.

  1. Apologies - None
 
2.         Minutes of Last Meeting
The Minutes of the Meeting held on 16 May 2025 were approved and signed.
 
3.         Reports
Cemetery Working Group
The Chairman advised that the Cemetery hedge needed attention, he would resolve in due course.
 
              Legbourne Community Centre Group
The Chairman advised that no representative had been agreed to fill the space left by Mrs Poppleton and all Members were otherwise committed at this time. Nothing to report on this group, due to the above reason.
 
            Speeding, Traffic & Highways Issues/Police Matters – None.
 
4.         Clerk’s Report
The Clerk had archived Parish Council documentation, some of which would be stored by the Chairman and the Minutes would be taken to the Lincolnshire Archives for safe-keeping and recording.
 
5.         Planning
The Committee considered the following Planning Applications and it was
 
RESOLVED    i)         that there were no objections to 02363/25/FUL-Extension & alteration to existing dwelling to provided additional living accommodation-Culloden House, Pinfold Lane;
                                    ii)         that the Parish Council strongly objected to Notification under Regulation 13 of the Infrastructure Planning (Environmental Impact Assessment) Regulations 2017 (the EIA Regulations)for the proposed Grimsby to Walpole project on the following grounds:
  1.  Visual Impact & Overbearing: that the construction of approximately 140 km of new overhead transmission lines on the route detailed above, with the new substations required, pylons and other associated required works would destroy the vista by obstructing the views and natural habitat in an ANOB (The Wolds) and the pylons are of a much greater height than previous pylons (200 feet higher than the spire at St James Church, Louth);
  2. Ground Conditions: this work is unnecessary when it could all be put underground, whereby it would not impact the beauty of the ANOB;
  3. Ecology: why is the work being carried out in-land and not out at sea and why has Lincolnshire been chosen as the area to be defaced;
  4. Health & Safety: Cancer risks from the pylons and substations – what research has been carried out to fully assess any risk to the population and wildlife in the area. Clerk to write to National Grid expressing the strong objection of the Parish Council.
The Committee noted that a new drive appeared to have been made close to the John Lill Woodland Walk, but the Parish Council had not received any notification of a planning application for this new addition. All Parishioners were required to apply for the appropriate planning prior to commencement of works.
 
6.         Correspondence
ELDC-Electoral Updates, Clerks & Councils, LALC Newsletter,– all noted.
 
7.         Accounts
             The statement of Income and Expenditure was noted which met the Council’s approval.
             Clerk’s Salary              £432. 90          WH Smith-Box File    £4.00
               
8.         Business
            Co-option of Councillors (Remove Item from next Agenda)
             No Applications received and the Committee agreed to continue as a group of three Members.
 
            ELIF GRASSroots Scheme
The Clerk had been contacted by the above scheme requesting further details and requesting the Council to make a financial contribution towards the project. The Chairman provided these details following discussion, it was
 
              RESOLVED  to contribute the sum of £4000 to the ELIF GRASSroots scheme to enable the project to be fully funded.  The Clerk to inform the Scheme of the above matters.
 
          Little Cawthorpe History Project
            The Clerk to complete and submit the application form for funding of £1000 to progress this project.
 
          Pond Improvements
The Committee were intending to carry out works in September, but agreed that it may be best to wait to see if approval from the ELIF scheme came through and undertake all works at that time. 
 
9.         Matters for Discussion
The Committee had been contacted by Parishioners of properties along the stream, to advise that garden waste, including hedging, etc., is being deposited in the stream. It is then being carried down-steam and is blocking the watercourse, causing issues and inconvenience to these Parishioners.
 
Parishioners are reminded that it is the responsibility of each property to either pay for a ELDC green waste bin or make alternative arrangements for the disposal of their green garden waste. It is not acceptable to dispose of green waste in the stream, which could cause flooding due to build-up over time or any other area of the village (hedges, etc.) and is in effect “fly-tipping”, which is a fineable offence. Committee to monitor the area.
 
10.       Date of Next Meeting
            Wednesday 17 September 2025 at 7.00 pm. The date for the November Meeting will need to be re-arranged.
