Meeting July 2026

A Meeting of the Parish Council was held at The Royal Oak on Wednesday 8 July 2026 at 7.30 pm.

         Cllrs:                           Hardesty, Mrs Molloy & Ms Morris.

         Also Present               Mr Cartwright (Legbourne & Little Cawthorpe History Group - L&LCHG).

The Minutes of the Meeting held on 13 May 2026 were approved and signed.

The Chairman had nothing to report at present. He advised that he would cut the hedge back in August to protect wildlife. The Vice-Chairman will attend to the staining of the fence, following the hedge cutting. Cllr Ms Morris reported that the bin was only half full at present.

 

Cllr Hardesty advised that he would attend the next meeting (14/07/26) of this group on behalf of the Parish Council. This was noted and Members thanked Cllr Hardesty for volunteering.

 

Cllr Ms Morris advised that nearby villages had experienced some criminal activity recently resulting in robbery/theft. There had also been some distraction thefts in the Lincolnshire area. Members queried how to ensure how Parishioners could be made aware and take precautions for their property and safety, via Neighbourhood Watch, social media etc. It was agreed to place an information notice in the Noticeboard.

 

Cllr Hardesty queried whether the new road markings were making any improvements in the village. The Chairman advised that whilst useful where the road was wide enough, some bends within the village were not wide enough to do this and other signage should be considered. Cllr Ms Morris suggested more 30mph or “check your speed” signage and static 30mph signage was suggested by Cllr Hardesty, but it was noted that this was costly. The Vice-Chairman suggested putting “archers” down across the road for tangible evidence of the speed of traffic. Following discussion, it was

 

RESOLVED  to request to go on the LCC Archer List for an archer survey.

 

 

The Committee noted Planning Application 03385/25/FUL had been approved. Application 00037/26/PIP was on appeal with the Planning Inspectorate (advised of Parish Council’s objection to the application). The Parish Council had received further documentation (all circulated to Members) regarding Application 00688/26/FUL Eastern Link 3 (EGL 3) & (EGL 4) Grimsby to Walpole.

            The statement of Income and Expenditure was noted which met the Council’s approval.

The Vice-Chairman (Cllr Grist) declared a “Personal Interest”, due to his role as a District Councillor, this item is a District Council Scheme.

 

The Chairman reported that, due to a lack of interest from local companies, he had only been able to obtain one quote. It was understood that a minimum of two quotes would be required for the grant application to be accepted. Members agreed to see if a further quote could be obtained urgently to progress an application without delay.  The Clerk had provided Members with a breakdown of the cost using the quote supplied indication how a 10% donation would impact the budget. The Committee agreed that this could be the only opportunity to complete the work required at the pond and that they should move ahead, obtaining a second quote, and with further investigation as to the best grant available, the terms of the grant and getting the application submitted without delay.

 

Mr Cartwright reported that the project had received a very good response and was progressing well, with Episode 4 released on the website. He advised that the Episode 5 (Gripping Yarns & Local Legends) was in progress and that he believed the project could continue for a 2-3 year period. He was immensely pleased to have been invited to a local school, whose pupils were undertaking a project on “Village Life”. The aim of the history project was to ensure local knowledge was collated and documented, so that it was not lost over time.

 

Mr Cartwright reported that he would still like to produce a booklet, which could then be distributed to local amenities and reasonable charge made for the booklet. However, he wished to obtain the input and advice of the Council on this matter, before any further action. The Committee supported this proposal and advised that Mr Cartwright should use the grant provided for this purpose.

 

Following the last meeting, the Clerk as instructed had written to one Parishioner regarding an overgrown hedge requiring urgent attention. It was noted that there were others that also required attention, but Members agreed that due to the time of year, it would not be appropriate to cut hedges at this time.

 

Cllr Ms Morris reported that Cllr Catton (LCC) had been in contact and was supportive of her progressing a “Village Footpaths Survey” (permissive footpaths), which she would undertake in due course. Cllr Hardesty that new approved footway signs had been installed.

 

At the May Meeting, erosion of a footpath which is falling into the stream, from Coggles Way going up to the John Lill Walk was reported. Cllr Catton (LCC) had volunteered to ascertain the ownership of this area and provide an update. Cllr Hardesty will submit a “Fix My Street” report to LCC to try to progress this issue.

 

The Chairman acknowledged the communications that had taken place relating to the planting of vegetation and wildlife of the pond. The Parishioner had been made fully aware that no planting or any other changes could be made to the pond, which was common land in the trust of the Parish Council and that he could only carry out works/planting, etc within the boundaries of his own land and should not exceed these boundaries. The planning would need to be removed because it obstructed the only access to the pond for maintenance. It was also noted that a person needed to hold a licence to be able to legally release fish into the pond. The Chairman reported that the willow tree was now thriving and looking very good.
