Reports
Cemetery Working Group
The Chairman had nothing to report, although he noted that the hedge had been attended to. Cllr Ms Morris reported a problem with people putting the wrong waste in the green bin, which she has been resolving herself. Cllr Ms Morris queried whether burial plots were available in the burial area. The burial plots at the Church had been exhausted, but all Members believed there were plots in the Burial Area, due to the system used for marking of taken plots. Clerk to write to the Diocese to query this matter.
Legbourne Community Centre Group
Cllr Hardesty attended the meeting held on 14/07/26 and reported that the Scarecrow event had been very successful and they were considering a “Fun Festival”. He also advised that he was happy to continue as the Parish Council representative, Members thanked Cllr Hardesty for agreeing to continue in this role. Cllr Catton (LCC) advised that the Parish Council in Legbourne were experiencing a shortage of Members and would like a closer connection with Little Cawthorpe Parish Council. Cllr Mrs Molloy advised that she had previously been the representative on this group, she stated that it was essential that Parishioners need to attend meetings of their local groups and support their activities.
Speeding, Traffic & Highways Issues/Police Matters
Cllr Mrs Molloy reported that whilst slowing emerging from the Haugham Reedhams junction in her car, she nearly been hit by a speeding delivery vehicle, which had left her very shaken. The Chairman reported that Top Road and Pinfold Road had numerous speeding vehicles. Cllr Hardesty reported that the village was on the waiting list for an “archers” survey and LCC representatives should meet with Members to confirm areas of concern and how to resolve the issues. He reported that two new “slow” signs had been painted on the road. Cllr Catton (LCC) suggested pushing for more “horse” signage locally. Cllr Ms Morris had previously suggested “check your speed” signs and had noted the signage left at the entrance to a parishioner’s property from the work that had now been completed and felt it could now be removed. Members were all agreed that it would be beneficial to meet with LCC Highways in the village to clearly identify the problem areas.
4. Clerk’s Report
The Clerk had purchased additional noticeboard keys and circulated them, all Members now had access to the noticeboard.

8. Business
Dog Fouling & Litter Nuisance, including debris being allowed to flow downstream
The Clerk had been contacted by a Parishioner, as had Members, regarding the level of dog fouling and litter within the village. The Committee took the opportunity to express their “thanks” to Mrs Pyper who had been seen regularly “litter picking” along the main entrance to the village. She advised that due to speed of vehicles, she only collected up to the 30mph, for fear of being forced into the ditches. Cllr Hardesty queried why dog or general litter was so perfuse and unnecessary, when there were several bins within the village. The Chairman advised that the level had grown with the expansion of Kenwick and people walking the footpath to the village, to visit the “picturesque” village being shown on Instagram.
Cllr Ms Morris reported that sleeping bags had been seen at the Church. It was agreed to monitor the area. However, the Chairman had seen a young person, who appeared to need help and had taken them to a safe place for assistance. Cllr Mrs Molloy had spent an entire day clearing detritus, including cuttings and weeds, which had flowed downstream, coming to rest in the stream at her property. This could be resolved by property owners in this area putting out a net when trimming plants/shrubs overhanging the “water course“ running through their properties and is their responsibility under “riparian rights”. A Parishioner advised that there was a big log on footpath by the stream. The Chairman reported that the pond is cleared out periodically. It was
RESOLVED to write to all properties aligning the stream to collect all clippings/detritus, when carrying out work along their part of the stream as per riparian rights.
ELIF GRASSroots Scheme
The Clerk had received and circulated an email from Mr Farrell, in which he advised that further funding would be available in the Autumn. She had responded to the email, but had been advised his email was being forwarded for the time being. Members did not want to lose the chance to apply for funding and it was agreed that the Clerk try to contact Mr Farrell again to progress this matter.
Hedges & Footpath Update
The Chairman reported that he had been approached by Parishioners regarding uncut hedges and the hazard they caused to vehicles negating the narrow roads and pedestrians walking within the village, many of whom were children and elderly. Over-grown hedges could, due to reduced visibility result in death or injury to pedestrians. The Clerk had, following the last Meeting, written to a Parishioner regarding an overgrown hedge, but it was noted, no action had been taken. It was noted that a Parishioner had been trying to resolve their issue on Top Road, the matter would be resolved shortly. The Chairman stated, “it was a legal requirement to trim hedges twice a year”, it was now the season for Parishioners to cut back their hedges and action should be taken by the hedge owners.
Cllr Hardesty had submitted a “Fix My Street” report to LCC regarding the erosion of a footpath which is falling into the stream, from Coggles Way going up to the John Lill Walk and the matter is awaiting funding. It was noted that a small gabion had been placed in this area, but was not thought to be sufficient to resolve the issue long-term.
Legbourne & Little Cawthorpe History Project (LCVHG)
Mr Cartwright reported that Episode 4 (Farming Lives) is on the website and Episode 5 (Gripping Yarns & Local Legends) will be out shortly. He had met with the Primary School, pupils will be undertaking a “Village Life” project, which he will record with them. The focus will be “what does village life mean to the future”. Transcribing booklet continues, he believes the project could continue for around 5 years. The Committee had agreed that Mr Cartwright should use the grant provided for this purpose.
Pond Improvements
The Committee had been asked why one of the new trees had been moved, the Chairman advised that it had been planted in the wrong location and was moved to allow access for equipment when pond cleaning. It would be replanted in a suitable spot in the pond area. Cllr Hardesty volunteered to trim the willow which was over-hanging the noticeboard to avoid damage.
