MINUTES OF THE MEETINGS OF LITTLE CAWTHORPE PARISH COUNCIL
A Meeting of the Parish Council was held at The Royal Oak on Wednesday 16 November 2022 at 7.30 pm.

Also Present: Cllr Ms Parkin (LCC) & 2 Parishioners-Ms C Layton & Mr J Skingley.

2. Presentation – Farming in Protected Landscapes
The Committee thanked Mr S Scoffin (Protected Landscapes Project Officer, Lincs Wolds Countryside Service) for attending the Meeting and invited him to speak on the above matter.
Mr Scoffin issued some information leaflets to assist with the presentation and explained that the programme would run until 2024. If a group wished to claim funding there were 3 main criteria that would need to be covered, these were to meet national priorities agreed by Defra and local priorities. He then gave some examples of 9 local projects that had been completed under the scheme. It was noted that this funding could not be used for buildings unless planning had already been approved, due to the closeness of the 2024 end date. The scheme was opened to all farmers and land managers within the Lincolnshire Wolds ANOB. The Chairman queried whether the pond seating and viewing area with enable disabled assess would be covered in this remit and Mr Scoffin advised that this would meet 2 of the criteria, and that it would be advisable to ask him to have a site visit to assess the project. An application could be submitted to Highways to ask for the kerb to be lowered and possibly the Environment Agency because they were carrying out work in the water course.
The Meeting had to be adjourned at this point, due to unforeseen circumstances, resulting in the Meeting becoming inquorate. Closed 7.45pm.
It was agreed that the Parish Council would reconvene the Meeting on Wednesday 23 November 2024 at The Royal Oak at 7.30 pm.

A Reconvened Meeting of the Parish Council was held at The Royal Oak on Wednesday 27 November 2022 at 7.30 pm.

Also Present: Cllr Ms Parkin (LCC) & 2 Parishioners.
1. Apologies – None. The Vice-Chairman apologised for having to leave the Meeting unexpectedly.
2. Presentation – Farming in Protected Landscapes
The Committee thanked Mr S Scoffin (Protected Landscapes Project Officer, Lincs Wolds Countryside Service) for attending the Meeting and instructed the Clerk to contact him to arrange a site meeting. A Parishioner suggested that the village could be more natural, and they also commented on the speed of some traffic through the village, particularly if there had been an accident on the nearby A16. They were concerned for wildlife in this area and offered their assistance. It was also noted, that littering was a problem near the wooded area, despite litter picking by Councillors and dog-fouling on one of the village footpaths. A yearly problem was straw lorries hitting trees, the Parishioner who was professionally qualified offered on behalf of Strawson’s to trim back trees in a respectful manner. Members felt some areas of the village would benefit from Interpretation Boards. The Vice-Chairman advised that there may be funding available from the ANOB for this project.
3. Minutes of Last Meeting
The Minutes of the Meeting held on 28 September 2022 were approved and signed.
4. Reports
Cemetery Working Group
The Chairman advised that there was nothing generally to report, repairs to the handrail and step were in hand and the Clerk had quotes for the 2023/24 grass cutting budget.
Legbourne Community Centre Group
Cllr Mrs Poppleton reported that the Christmas Bingo would be held on 02/12/22, the Christmas Quiz on the 16/12/22 and the next meeting on the 10/01/23.

6. Planning
The Committee noted Refusal of Planning Permission N/102/01234/22 Construction of an access track & alterations to existing vehicular access-Proposed Track rear of Ravens Cottage, Pinfold Lane. They considered Planning Application N/100/01972/22 Erection of detached dwelling with detached pavilion & tennis courts, etc – Land behind The Woodlands, Mill Lane, Legbourne and it was
RESOLVED to make “no observations” on Planning Application N/100/01972/22 at Land behind The Woodlands, Mill Lane, Legbourne, due to the item being fully recently discussed at Legbourne Parish Council.
7. Correspondence
ELDC-Electoral Update, Clerks & Councils, Open Spaces, LALC, Rural Links– noted.
8. Accounts
The statement of Income and Expenditure was noted which met the Council’s approval.

9. Business
Budget, Precept, Projects for 2023/24
Members considered the draft Budget, Precept, Projects document and quotes for the churchyard grass cutting. It was
RESOLVED i) to accept the quote from BW Maintenance;
ii) to request quotes from appropriate insurance companies for the January Meeting and;
iii) to consider an increase in the Precept following an explanation from the Vice-Chairman regarding general expenditure costs.
Beck Silt Build-up
The Vice-Chairman thanked all those involved in carrying out the work in this area, including GBM, Mr Clark, Lincs Reclamation. The Vice-Chairman advised that Legbourne Parish Council were very pleased with the outcome and the owners of the local trout farm had advised that they would not object to some further work taking place. Legbourne Parish Council had also advised that they would also be willing to meet half the cost of this work, as had been the agreement for the original work. In light of these factors, it was
RESOLVED to carry out the additional work to complete the project fully and invoice Legbourne for half the total cost of work and not to invoice in two part lots.
Bench Donation
The Vice-Chairman reported that the offer of a new bench had been rescinded. Therefore, it was agreed no further action be taken and the item to be removed from the Agenda.
Church Handrail and Steps - Storm Damage Repairs
Members noted that contractors had been instructed to carry out this work. However, the inclement weather had hindered commencement of the work.
Pond Improvements
The Chairman reported that the duck house required cleaning out and he would resolve this item. There were also some weeds and a buddleia that required attention, it was agreed that these should be attended to prior to Spring. Due to the heavy rain the water was quite brown.
