MINUTES OF THE MEETING OF LITTLE CAWTHORPE PARISH COUNCIL
A Meeting of the Parish Council was held at The Royal Oak on Wednesday 15 November 2023 at 7.30 pm.

2. Minutes of Last Meeting
The Minutes of the Meeting held on 13 September 2023 were approved and signed.
3. Reports
Cemetery Working Group
The Chairman reported that there were no items to discuss on this subject.
Legbourne Community Centre Group
Cllr Mrs Poppleton advised that this group had their Meeting on the 14 November, but she had been unable to attend on this occasion.
Speeding, Traffic & Highways Issues/Police Matters
The Chairman reported that part of Planting Side had been closed whilst work was carried out to resolve the large outage in the village a few days earlier.
Members awaited a further update from Highways regarding when the agreed works would commence at the beck to stop silt encroachment, also some soft planting.
There were some posts for the walk to be done, and the kissing gate was also being attended to.
4. Clerk’s Report
The Clerk advised that the NALC had finally agreed the new salary scales for Clerks and this would be discussed under Item 7. Accounts.
5. Planning
The Committee noted the Full Planning Permission for Amendment N/102/00566/23-Proposed Track rear of Ravens Cottage, Pinfold Lane and Planning Application N/102/01858/23-Extensions to existing dwelling to provide additional living accommodation, conversation of existing garage into an annexe & provision of a car port Corner House, Planting Side.
Members expressed concerned that the Planning permission for N/102/01171/23-Tumbledown Toft, Watery Lane had been breached. Whole walls had been removed, leaving very little of the original building and there needed to be assurance that something similar would be reinstated. The Clerk was instructed to write to the District Council to enquire if Officers could make enquiries and keep the Parish Council informed of what had been agreed.

7. Accounts
The Committee noted the pay award for Clerk’s from the NALC and it was
RESOLVED to award the new salary award for SCP 21 backdated to 1 April 2023 as approved by the NALC.
The statement of Income and Expenditure was noted which met the Council’s approval.
BW Main-Grasscutting £661.50 Clerk’s Salary+Backdated Pay £531.32
HMRC-PAYE £41.20
8. Business
Budget, Precept Projects for 2024/25
The Committee considered the draft Budget/Precept and amendments were agreed which the Clerk was make ready for the revised document to be considered at the January meeting. It was also agreed that the Donation to Yellow Pages would be increased to £120 for the new financial year.
October Heavy Rainfall Damage
Most debris had been removed, but recent further heavy rain had caused some trees to fall into the stream and would require attention by the owners.
Pond Improvements
The Chairman reported that the duck house was in the process of being re-built. Thanks was expressed to Mr D Grantham, who had cleared out the stream. A small amount of further work would be required.
Projects-None.
9. Matters for Discussion
Cllr Mrs Poppleton advised that the Church Conservation Society had matters at the church in hand and it was hoped that work would be carried out in January 2024.
