MINUTES OF THE MEETING OF LITTLE CAWTHORPE PARISH COUNCIL
A Meeting of the Parish Council was held at The Royal Oak on Wednesday 13 September 2023 at 7.30 pm.

2.         Minutes of Last Meeting
The Minutes of the Meeting held on 5 July 2023 were approved and signed.
 
3.         Reports
Cemetery Working Group
The Chairman advised that there were no items to discuss on this subject.
 
            Legbourne Community Centre Group
Cllr Mrs Poppleton advised that this group had their Meeting on the 12 September and their next Meeting would be on the 10 October 2023. It was further reported that the Fete had been a great success.
 
           Speeding, Traffic & Highways Issues/Police Matters
Cllr Mrs Poppleton expressed her concern regarding the excessive speed of both normal road traffic and farm vehicles on the roads through the village, which now occurred on a regular basis. The Vice-Chairman agreed that there appeared to be regular offenders. Cllr Ms Parkin (LCC) queried whether a speed assessment would be helpful, but Members agreed to monitor activities. It was also noted that youths travelling through the village were littering, particularly on Planting Side.
 
Following a meeting with an LCC Highways Officer, it had been agreed that a better solution for the eastern end of the beck was required, that was suitable for drivers and pedestrians and that clearly designated the two areas between the path and the beck, with possibly some soft planting for aesthetic purposes. It was
 
RESOLVED  to accept LCC’s proposal for the eastern beck area and for Highways to progress this
matter.

5.         Planning
The Committee noted the Planning Permission N/102/01171/23-Tumbledown Toft, Watery Lane that Planning Application N/102/01430/23-Land adj. Infinity, Pinfold Lane had been withdrawn. The Committee considered Planning Amendment N/102/00566/23-Proposed Track rear of Ravens Cottage, Pinfold Lane and it was
 
RESOLVED  that the Parish Council objected to Planning Application N/102/00566/23-Proposed
Track read of Ravens Cottage, Pinfold Lane on the same grounds as originally submitted:
                           i)       Visual Impact - The size and scale of the development is of serious concern, positioned as it is towards the middle of the field and not directly off the roadside, this will have a big impact on the neighbouring properties, many of whom will be over-shadowed by this development, it will further have an effect on the immediate area (which is not over-developed and adjoins a                                        field), and village setting overall;
                          ii)        Privacy/overbearing - Little Cawthorpe is a small rural village, with mostly average sized, well-spaced properties and there is concern that this would set a serious precedent for over-scaled development in area adjacent to a AONB and infringe upon the privacy of neighbouring properties in an overbearing way;
                         iii)        Access/traffic – The District Council should note that an access road has already been constructed, prior to any permission. The increase in traffic to and from the property should also be a consideration and to alleviate any nuisance to neighbouring properties, the Parish Council would request that natural screening and low-level lighting in and around the development                                          should be a condition.

            The statement of Income and Expenditure was noted which met the Council’s approval.

8.         Business
Flood Damage Update
Members noted that the area had been cleared and it was agreed to remove item from Agenda.
 
Pond Improvements
The Chairman had taken photographs of the area, it was noted that the duck house is empty, and the weeds will be attended to in due course.
 
Projects-None.
 
9.         Matters for Discussion
Members expressed concern at the level of waste being discarded throughout the village (vapes, fast-food wrappings, etc).
