MINUTES OF THE MEETING OF LITTLE CAWTHORPE PARISH COUNCIL
The Annual Meeting of the Parish Council was held the Pool Room at The Royal Oak on Wednesday 17 May 2023 at 7.26 pm.
PRESENT:- Chairman Cllr M Graves
Vice-Chairman Cllr A Grist
Cllr Mrs H Poppleton
1. Apologies – None.
2. Election of Chairman
Nominations were invited for the position of Chairman and Cllr Graves indicated he would be happy to continue as Chairman:
Cllr Mrs Poppleton PROPOSED that Cllr Graves be elected Chairman
Cllr Grist SECONDED and Cllr Graves was elected Chairman.

3. Election of Vice Chairman
Nominations were invited for the position of Vice-Chairman and Cllr Grist confirmed he would also be happy to continue as Vice-Chairman.:
Cllr Mrs Poppleton PROPOSED that Cllr Grist be elected Vice-Chairman
Cllr Graves SECONDED and Cllr Grist was elected Vice-Chairman.
4. Minutes of Last Meeting
The Minutes of the Parish Council Meeting held on 7 March 2023 were agreed and signed.
5. Reports
Cemetery Working Group
The Chairman reported that he would ask the company who carried out work at the Cemetery to return to resolve issues previously raised.
Legbourne Community Group
Cllr Mrs Poppleton reported that the AGM for this group was imminent. The group had expressed a sense of achievement in what they had done to the Community Hall and wished to fund-raise to keep it going. That the Car Boot event had to be cancelled due to inclement weather.
Speeding/Traffic & Highways Issues/Police Matters
The Committee noted that, following a call to LCC, their operatives had removed the boulders in the stream. The Vice-Chairman would also contact LCC-Highways to ascertain when they would be removing the debris from the storm and attend to the dislodged tarmac that was in the drains.
6. Clerk’s Report – Nothing to report.
7. Planning
The Committee noted Planning Permissions N/102/00054/23 Culloden House-Detached Garage building; N/102/00566/23 Proposed Track rear of Ravens Cottage-Erection of Dwelling with Integral Garages and awaited the decision in relation to N/102/00754/23 Culloden House-Extension to Existing Dwelling-Additional Living Space.
8. Correspondence
ELDC –LALC News, Clerks & Councils Mag & Open Spaces Mag-Noted. SE Lincs Partnership-Tree Planting & Community Orchards Scheme-Cllr Mrs Poppleton to ascertain if there are any possible areas for planting.
9. Accounts
Annual Audit & Accounts, Yearly Reports. Reviews & Insurance Renewal, etc.
The Clerk presented the year end accounting statements prepared according to proper accounting practices. The Council noted all receipts/payments for the year ending 31st March 2023 and verified the bank reconciliation. The Council considered the Annual Governance Statement and the Accounting Statements for audit for the financial period
1 April 2022 - 31 March 2023 and dates for the period of public rights. The Council expressed their appreciation to the Internal Auditor, who had completed the audit.
It was
RESOLVED a) to approve the Annual Governance Statement (Minute
9a);
b) to approve the Accounting Statements for the period (Minute 9b);
c) dates for the Notice of Period of Exercise of Public Rights were agreed and to meet the Notice of Period of Exercise of Public Rights which commence 05/06/23 until 14/07/23, the appropriate documents were to be held by the Chairman for inspection;
d) Insurance and Risks Reviews were made; no changes were required for insurance purposes; the renewal fee had increased by £35.69; the Publications and GDPR documents were reviewed and amended;
e) Expenditure & Invoices for Payment
Clerk’s Salary £ 364.52 R Taylor-Accountant £ 100.00
BHIB-Insurance £ 364.35 L&LCCC-Yellow Pages £ 60.00
Income Precept £4750.00
All accounts were received and agreed for payment.
10. Business
Financial Assistance
It was agreed that the Committee wished to continue supporting this service and it was
RESOLVED to a donation of £60.00 would be made to L&LCCC.
Flooding Damage Report
The Committee noted that LCC-Highways needed to visit the village to remove all the debris from the flooding.

11. Matters for Discussion
The Vice-Chairman reported that Legbourne Parish Council expressed a wish to work more closely with the Council. He had advised them that we wished to retain our independence to enable us to make decisions solely on behalf of the Parish of Little Cawthorpe. However, as a Parish Council we were open to meeting on an “ad hoc” basis for specific projects of joint interest.

The next meetings would take place on:
WEDNESDAY 5 July, 13 September and 15 November 2023 at 7.30 pm.
